This study aims to analyze the value of local wisdom of gotong royong and ukhuwah in Islam as a framework for strengthening digital literacy towards a just and tolerant society. The transformation of social interaction spaces through the digital ecosystem not only expands the scope of human communication, but also presents its own challenges of disinformation, intolerance, and weakening solidarity among fellow human beings. Through a descriptive qualitative analysis approach, this study examines the relevance of gotong royong and ukhuwah as an ethical foundation in strengthening digital literacy practices oriented towards collaboration, solidarity, and inclusiveness. The results of the study show that the integration of the local wisdom of gotong royong and Islamic ukhuwah has a synergy of concepts and social relations that are mutually supportive and oriented towards the benefit of the general public. The integration of these two values can become an ethical principle through a value-based digital literacy model, which not only focuses on the technical realm but also creates an ethical virtual environment. This study produced a conceptual framework for value-based digital literacy that has the potential to become an academic reference, educational development, and literacy program reinforcement to strengthen social cohesion amid the progress of digital transformation.
